 This program is to build the ability of federal, state, and local government as well as tribal to put new programs or improve ones already in place for parents and caregivers in the criminal justice system to reduce the harmful affect of incarceration on their children and family members. 

The goal is to find and set forth new programs to preserve the family and improve parent/child attachments whenever possible..  To keep children out of the foster care system, help improve parenting skills and reduce the likelihood of the parents future involvement in the criminal justice system.
